Jasper's pause on new water and sewer connections

In September 2024 the Jasper City Council suspended new connections to the city's water and sewer systems, and it has extended the suspension twice since, most recently through September 8, 2027, citing a lack of operating capacity and current permit limits. The city still accepts applications but will not review them until the suspension ends, and then in the order received.

The suspension is aimed at new connections, so it matters most for vacant lots, teardowns, and plans to add units, and it changes what a builder will pay for land in and around Jasper. If you are selling a lot, find out whether a tap was ever paid for. The city also notes that Pickens is the only county in Georgia without a major body of water, which helps explain why water supply limits growth here.

Wells and septic beyond the towns

The county's 2023-2027 joint plan says development has stayed concentrated in and around Jasper, Nelson, and Talking Rock because that is where water and wastewater service exists, and that the mountainous terrain makes extending it expensive. Talking Rock's goals include improving septic systems downtown, and Nelson works with Cherokee County's water and sewer authority on its lines while weighing any new density against what septic can support.

East of Jasper, the plan describes large planned mountain communities with homes dating from the 1970s to today, some not yet built out, with both permanent and seasonal residents. A house there can come with association dues and rules a buyer will ask about. For individual septic systems anywhere in the county, Pickens County Environmental Health in Jasper keeps the records.

Manufactured homes and the county decal

Pickens County will not issue a mobile home permit until the Tax Commissioner has issued a decal, and the decal comes only after Environmental Health has approved the site and the home is registered with the Tax Assessors. Decals are renewed each year between February 1 and April 1, with a 10 percent penalty for late payment, and every mobile home owned in Georgia on January 1 is taxable for that year.

When a mobile home sits on land, back decal fees and taxes on the home are a separate item from the taxes on the land, and both need to be settled for a clean sale. Tell us whether the home has its own title, and bring whatever decal and tax records you have.

Records, courts, and closing in Pickens County

Jasper is the county seat. Deeds, liens, and plats are recorded by the Pickens County Clerk of Superior Court, and Pickens shares the Appalachian Judicial Circuit with Fannin and Gilmer, though each county keeps its own superior court. The Pickens County Probate Court handles estates, guardianships, and conservatorships. Assessed values come from the Tax Assessor, while the Tax Commissioner mails and collects the bills. County code enforcement prosecutes ordinance violations in Magistrate Court, so an open case can come with a court date. The deed is signed at a closing conducted by a Georgia attorney.

For an offer, send the address, whether the property is on city water, a well, or a community system, and, for a mobile home, the title and decal status. In Pickens the price usually turns on utilities and access, and the closing date turns on estate paperwork and any pending code case.

Frequently asked questions

Can you buy a lot in Jasper while new water and sewer connections are suspended?

Yes. We price it knowing a new tap may not be available until the suspension ends, which the city has set for September 8, 2027.

Will you buy a single-wide or double-wide together with its lot?

Yes. Bring the title or deed and any decal records. Back decal fees or taxes can be paid from the proceeds.

Does a county code enforcement case stop a sale?

No. Forward the complaint letter or citation you received. If a Magistrate Court date is set, we plan the closing around it.

Do you buy in the planned communities east of Jasper?

Yes, including houses with association dues outstanding, which are settled at closing.

Is a house in Nelson handled differently?

Nelson straddles the Cherokee County line. The closing attorney confirms which county the parcel is in, since that decides where the deed is recorded and who sends the tax bill.
