Wells in Juliette, old mains in Forsyth
Monroe County's 2022 joint comprehensive plan describes a project of about $21 million to carry county water into the Juliette area, needed because many wells there were contaminated. The plan also says some Juliette households on private roads still could not reach the new lines, and that many rural owners elsewhere in the county are content to stay on private wells.
Inside Forsyth the problem is the pipe in the street. The plan reports 2-inch and 4-inch galvanized mains that have rusted, lost pressure, and fall short of the 6-inch lines fire hydrants need, with Sunset Terrace and Brookwood Drive among the neighborhoods queued for replacement. Downtown storm drains are too small for heavy rain, and low ground around Lee Street and Blount Hill floods often enough that residents complain about it.
The same plan ties most commercial building to Forsyth because the city provides sewer. If your house is in the unincorporated county, expect us to ask whether it is on septic, where the tank sits, and when it was last pumped.
Campers, covenants, and rental upkeep
The county's Unified Development Ordinance bans living in an RV full time except on land zoned A-R of at least three acres, and only for the landowner or an immediate family member of an owner who lives on the property. The RV needs septic, water, and power, a county permit, and an environmental health permit, plus a yearly county fee that was $1,000 as of September 2023. It cannot be rented outside a permitted RV park, so a camper that a relative has been paying to live in is not income a new owner can keep.
The county does not enforce subdivision covenants. They are private restrictions recorded with the Clerk of Superior Court, and they still bind whoever buys, so we read them before we price a house in a platted subdivision.
Rental condition is a stated concern in the 2022 plan, which found that a large share of blighted structures in the county are rentals. County code enforcement works mostly from complaints under a property maintenance ordinance, and Culloden relies on an agreement with the county for its code enforcement.

Records, courts and closing in Monroe County
Forsyth is the county seat. The courthouse on the town square holds the Monroe County Clerk of Superior Court, which records deeds, security deeds, plats, and liens and accepts them by e-filing, and the Probate Court, which handles estates. Superior Court cases are heard in the Towaliga Judicial Circuit. The Board of Assessors on the second floor of the annex at 38 West Main Street sets values, and the Tax Commissioner bills and collects; state law sends each year's bill to whoever owned the property on January 1, so the closing attorney prorates it. A licensed Georgia attorney closes the sale.
When you request an offer, the details that move our price or our closing date in Monroe County are the water source (private well, county line, or Forsyth city water), the septic system, any open code complaint, whether an estate has been opened, and on acreage, whether anyone is living in an RV or second structure. A survey, if you have one, helps on rural tracts.
Frequently asked questions
Is Forsyth, Georgia in Forsyth County?
No. Forsyth is the seat of Monroe County, on I-75 north of Macon. Forsyth County is a separate county north of Atlanta with its seat in Cumming, so deeds and estate filings for a house in Forsyth go to the Monroe County courthouse.
My Juliette house is still on a well. Will you buy it?
Yes. Tell us whether county water reaches your road and whether the well has ever been tested, and we price around what is known.
A relative lives in a camper on our land. Does that affect the sale?
It affects what the land can be used for afterward, because the county limits full-time RV living to owners and their families on A-R land of three acres or more. We can still buy the land; the camper can go with your relative or be sold on its own.
Do you buy Forsyth rentals with tenants in place?
Yes. The lease and security deposit transfer at closing, and deferred exterior work or a code complaint does not stop the sale.
Do you buy in Culloden, Bolingbroke, and Smarr?
Yes, along with High Falls and the rest of the rural county.
