Lake County's oldest city and its older houses
Leesburg was incorporated on July 12, 1875, about a dozen years before Lake County was formed from parts of Sumter and Orange counties. Venetian Gardens, Lake Harris, and Lake Griffin
Venetian Gardens, begun in 1938 as a Works Progress Administration project, is the city's waterfront park on Lake Harris, with seven landscaped islands and Ski Beach, and the city-owned Venetian Cove Marina sits in Venetian Cove just off the lake. Lake Griffin is the city's other big lake, with public shoreline at Henderson Park on North Shore Drive in Beverly Shores.
Many lakeside plats in and around the city date from after World War II: Griffin Shores in 1952, Beverly Shores and Lake Harris Estates in 1956, and Stoer Island from 1958 to 1963. Lots like these come with docks, boat lifts, seawalls, and flood zone questions. The city works with the Florida Department of Environmental Protection on stormwater that drains to the Palatlakaha River and Lakes Griffin and Harris, and FEMA's maps decide whether a lender requires flood insurance. We check the zone on every lakefront address and buy whether or not the house is in one.
A city that runs its own utilities
Leesburg's electric department has served Leesburg, Fruitland Park, and surrounding areas since 1924, and the city also owns a natural gas system along with water, wastewater, reclaimed irrigation water, and garbage service. One customer service office at 501 West Meadow Street handles billing for all of them.
That matters when a house changes hands. To open a residential account, the city asks for photo ID and a purchase or rental agreement, and to close one it asks for the end date, a forwarding address, and the last four digits of the account holder's Social Security number. If the account is in a late parent's name, call customer service early so the power and water stay on for the walkthrough. We can also buy with the utilities off.
Leesburg's fire assessment and the tax bill
Since October 1, 2015, improved property in Leesburg has paid an annual fire protection assessment, currently $170 per dwelling unit for residential property. It is collected on the same November bill as property taxes, and the city warns that leaving it unpaid leads to a tax certificate against the property, which can end in loss of title.

Mobile homes and manufactured-home communities
Leesburg's own rules plan for manufactured housing: the city's fire assessment ordinance carries a separate occupancy formula and vacancy credit for mobile home parks. Outside the city limits, Lake County records show mobile home subdivisions where owners hold their own lots, such as Palms Mobile Home Estates, platted in 1962.

The Plantation at Leesburg, whose villages were platted between 1992 and 2006, carries the city's name but sits in unincorporated Lake County. Lake County's plat records also show dozens of Villages of West Lake units recorded in 2023 and 2024 inside the city limits.
If a home is in an age-restricted community, its declaration controls who may live there, and that can shrink the number of buyers who can use the house. According to the Census Bureau, a little under half of Leesburg's land is in ZIP code 34748, with large parts in 34736, 34762, and 34788 and small slivers in 34737 and 34797. About half of the land in 34748 is outside the city altogether.
