A second, separate piece is Village Community Development District No. 11, the villages of Pine Hills and Pine Ridge, established in 2014 under a City of Fruitland Park ordinance.

Lake County's plat records show Orange Blossom Gardens recorded in numbered units starting in 1969 and running into the 1990s, followed by the Villages of Lady Lake units in 1998. Homes in those early units are now old enough to need roofs, air conditioners, plumbing, and kitchens brought up to date.

Amenity fees, not CDD bonds, in the Lady Lake section

The Lady Lake/Lake County portion is not inside the boundaries of any Community Development District. It is in the service area of the Village Center Community Development District, created in 1992 under a Town of Lady Lake ordinance, which provides security, fire and emergency medical first response, recreation, stormwater, treated effluent distribution, and executive golf. Those services are paid for through a monthly contractual amenity fee from each residential property, and an Amenity Authority Committee advises the Village Center district on amenity services north of County Road 466.

District 11 in Fruitland Park works differently. Its infrastructure was built with tax-exempt bonds, and owners pay them back each year through an assessment on their property tax bill. So the first thing we establish on a Lake County Villages home is which kind it is: a monthly amenity fee, a bond assessment on the tax bill, or, for a home outside The Villages, neither.

Deed compliance when a Villages house sits empty

Homes in the Lady Lake/Lake County portion are covered by declarations of restrictions, and the Village Center district provides common area maintenance and deed compliance there. Its posted standards treat grass as overgrown at 8 inches, expect siding kept free of algae, mold, and vines, and require district approval before exterior changes such as fences, screen cages, room additions, or repainting in a color outside the approved palettes.

The same standards define the owner as the owner of record in the Property Appraiser's files, who may not be the person living there. After an owner dies, notices can go to a name no one is reading. New construction is picking up on the town's edges. The town's planning page lists Hammock Oaks at 1,142 units, Reserves at Hammock Oaks at 950, and Lake Ella Estates at 232, along with later phases of Green Key Village. Outside The Villages, the town supplies water from three Floridan Aquifer wells and runs its own sewer plants and reclaimed water, while Villages of Lady Lake residents get water from the Village Center district's utilities department instead.

Mobile homes and parks in Lady Lake

Lady Lake's code plans for manufactured housing. The town issues its own permit for setting up a mobile home, manufactured home, or park model, and it takes a separate application for a mobile home park master plan. Some owners hold their own lots, as in the Oak Grove Mobile Home Subdivision, platted in two units in 1977; others rent a lot in a park.

If your home is in a rental park, the town will not release a permit for that lot without written permission from the park, and the park's rules shape the sale.
