Clermont was founded in 1884 and incorporated in 1916. The city's Historic Village preserves two early homes, the Kern House from about 1885 and the Townsend House from about 1895, which once looked out over Crystal Lake. Lake County's plat records show how the rest of the city filled in, and each era left houses with their own set of issues:
- 1920s: Clermont Heights was platted in 1922, and a long list of subdivisions near downtown and the lakes followed in 1927. Houses this old can still have original wiring, galvanized pipes, and additions from several owners.
- 1950s and 1960s: lakeside plats such as Minnehaha Shores (1953), Winona Shores and Shady Nook (1958), and Hiawatha Shores (1960 to 1967) brought homes on lake lots, where any dock or seawall has aged along with the house.
- 1997 to 2006: the many phases of Kings Ridge and Legends, plus Summit Greens, Magnolia Park, Southern Fields, and Hartwood Reserve. These homes are now old enough for original roofs, water heaters, and air conditioners to come up in a buyer's inspection.
- 2008 to today: Heritage Hills, Highland Ranch, Waterbrooke, Wellness Ridge, and Parkside Trails, where the questions are usually about CDD assessments, HOA rules, and builder warranties rather than condition.
Hills, the Chain of Lakes, and FEMA flood maps
The city describes itself by its rolling hills, rare in Florida, and by the Clermont Chain of Lakes, with trails and waterfront paths along Lake Minneola. Both shape a sale. Hillside lots can have steep driveways, retaining walls, and drainage that runs toward the house, while lakefront lots bring docks, seawalls, and flood insurance questions.
FEMA updated Lake County's flood maps in 2012. If the map puts your house in a Special Flood Hazard Area and you believe that is wrong, the city points owners to FEMA's Letter of Map Amendment process. We check the flood zone ourselves and make an offer whether or not the house sits in one.
CDDs and HOAs in Clermont's newer communities
Many of Clermont's newer neighborhoods were built with a Community Development District. Olympus CDD, for example, was established by the Clermont City Council on December 10, 2019, under Ordinance 2019-48, and covers about 247 acres east of U.S. 27, south and west of Schofield Road, and north of Trout Lake; its improvements were financed with tax-exempt bonds. Lake County's CDD map also places EA McKinnon Groves CDD inside the city, with Greater Lakes/Sawgrass Bay and Avalon Groves in unincorporated Lake County southeast of the city.
A home in one of these communities usually carries two separate costs: CDD assessments, which may appear on the property tax bill or come directly from the district, and HOA dues billed by the association. City of Clermont or Lake County: who handles permits and code
If the house is inside Clermont's city limits, the city requires Zoning Approval and then a Building Permit before improvement work starts, and its Code Enforcement Division, part of Growth Management, handles blight and nuisance complaints. Since July 1, 2021, Florida law has barred code officers from opening an investigation from an anonymous complaint.
A Clermont mailing address does not put the city in charge. Outside the limits, Lake County's own offices handle building permits, and its Office of Code Enforcement takes the yard, trash, and abandoned-property complaints under the county code.
