How White County's rental license cap affects a sale
White County requires a short-term rental host license, an occupational tax certificate, and lodging-tax registration for every short-term rental in the unincorporated county. The Board of Commissioners set the maximum number of active host licenses at 650. A license will not be issued for a property in a platted subdivision of four or more lots shown on the county's official subdivision map unless the subdivision's covenants specifically allow short-term rentals. Since January 31, 2024, every application also needs a verification from the Planning Department.
The license itself is non-transferable, but the ordinance gives a buyer 60 days after the sale to apply with the same rights the prior owner had, including grandfathered status and a place under the cap. Miss that window and a buyer may be applying as a newcomer. If you are selling a licensed cabin, the license number, your lodging-tax filings, and your booking calendar all belong in the conversation from the start.
Helen and Cleveland are separate jurisdictions. The county host license covers only unincorporated White County, so for a rental inside city limits, the city is the place to check.
Campers, add-ons, and structures without permits
White County Code Enforcement lists building without permits and permanent or part-time living in illegal structures among the violations it handles, along with outside storage of garbage and illegal dumping. On mountain land, that often means a camper used as living space, a porch or bedroom added without a permit, or an outbuilding converted to sleeping quarters.
Environmental Health permits and inspects septic systems and private wells and collects well water samples for testing. An addition that adds bedrooms without a septic review is a common gap on older cabins. We buy with those issues in place.

Records, courts, and closing in White County
Cleveland is the county seat. The Clerk of Superior Court is the recorder and custodian of White County's land records, and its Recording Division records deeds, security deeds, liens, plats, and court executions. The White County Probate Court, also on Main Street in Cleveland, handles the probate and administration of estates. The Board of Assessors sets fair market value and sends a field team to every parcel at least once every three years. As everywhere in Georgia, an attorney licensed in the state closes the sale.
To request an offer, send the address and tell us whether the property is in a city or the unincorporated county. The things that most often change price or closing date here are: an active host license and the 60-day window for the buyer to apply, whether the subdivision is on the county's map, unpermitted additions, the septic and well, and for inherited property, whether an estate is open in Probate Court.
Frequently asked questions
Does my White County short-term rental license transfer when I sell?
Not directly. Licenses are non-transferable, but the new owner has 60 days to apply and keep the same rights, including grandfathered status. We plan around that window.
My subdivision is on the county's no-rental map. Will you still buy?
Yes. We buy houses that cannot be licensed for nightly rentals. It changes how we value the property, not whether we buy.
My cabin has an addition that was never permitted. Do I need to fix it first?
No. Tell us what was added and when. We buy with unpermitted work in place.
Is a rental in Helen covered by the county license?
No. The county host license applies only in unincorporated White County. For a property inside Helen or Cleveland, check with the city.
I live out of state and the cabin is empty. Can we close remotely?
Yes. The closing attorney can arrange for you to sign without traveling to Georgia.
