The homestead freeze and what happens when you sell

Walton voters approved a local homestead exemption that taxes a home, for county purposes, at its base-year assessed value. The base year is the year before the exemption was first granted to the most recent owner, so the freeze belongs to you, not to the house. It covers the county's own tax only; school and city taxes are figured separately. The county moved to opt out of the newer statewide floating exemption, explaining that it would leave homeowners worse off than the existing freeze.

In practice, an owner who has lived in a Monroe or Loganville house for twenty years may be paying county tax on a value far below today's. Your buyer starts a new base year, so their bill will be higher than yours, and a financed buyer's lender will look at that higher figure. The freeze also covers only the primary residence and up to five surrounding acres, and it ends when no qualifying owner lives there, which is why an inherited Walton house often carries a larger tax bill than the family expects.

Monroe's mill houses and historic districts

Monroe's cotton mills built worker housing beside them, and that housing is now inside the Monroe and Walton Mills Historic District along South Broad Street and South Madison Avenue. It is one of nine districts in Monroe that are listed on the National Register and also serve as local historic districts under the city's Historic Preservation Commission. The city's survey records small frame house types throughout the older neighborhoods, including saddlebags, hall-parlor houses, and shotguns.

Selling a house in one of those districts needs no approval. Changing its exterior does, which is why a mill house with a failing porch or windows often comes to us unrepaired. Monroe also runs its own electric, natural gas, water, sewer, and telecommunications utilities, and its Code Department handles permits, zoning, and nuisance abatement inside the city.

Creeks, storms, and the south end of the county

Walton's hazard mitigation plan identifies the floodplains along the Alcovy and Apalachee rivers and creeks including Big Flat, Jack's, Shoal, and Hard Labor as the most flood-prone areas, and notes that the September 2009 flood that hit metro Atlanta reached the county as well. The plan lists EF1 tornadoes in 2017 and 2018 and a federal disaster declaration for Hurricane Helene in 2024. If a storm or a falling tree damaged the house, tell us what was repaired and what was not.

In the south of the county, the state says the electric-vehicle plant site at Stanton Springs North covers just under 2,000 acres in Morgan and Walton counties, with construction expected in 2026 and vehicle production in 2028. Social Circle, which is split between Walton and Newton, has its own independent school system.

Records, courts, and closing in Walton County

Monroe is the county seat. The real estate division of the Walton County Clerk of Superior Court records deeds, liens, plats, and other land transactions, and the Walton County Probate Court handles wills and estates. A licensed Georgia attorney closes the sale.

To get a firm offer quickly, tell us whether the house is in a Monroe historic district, whether there is an open code or nuisance case, whether the seller still lives there under the homestead freeze, and whether an estate has been opened. If the property has more than five acres or carries a conservation use covenant, mention that too, since those affect taxes after the sale.

Frequently asked questions

Will my buyer keep my homestead freeze?

No. The base year is tied to the most recent owner, so the buyer starts a new one. That affects what a financed buyer can afford, though it does not change a cash offer.

Do I need Historic Preservation Commission approval to sell a house in Monroe's historic districts?

No. Approval is needed for material changes to the exterior, not for a sale.

Do you buy mill houses in Monroe?

Yes, including houses in the Monroe and Walton Mills Historic District that need porch, window, roof, or foundation work.

Do you buy land near the Stanton Springs North plant site?

We look at it. We price land on its current zoning, road frontage, and utilities rather than on what might be built nearby.

I inherited my parents' Walton County house. Why did the tax bill go up?

The freeze applies only while a qualifying owner lives there. Once that ends, the county tax is figured on the current assessed value.
