Inside the beltline
Five Points, Mordecai, Oakwood, Longview, Hayes Barton, and the surrounding neighborhoods hold 1920s to 1960s housing, ranging from substantial older homes to very modest post-war cottages. Oakwood and others carry local historic district design review.

Southeast Raleigh and heirs' property
Southeast Raleigh — Method, Rochester Heights, Biltmore Hills, and the neighborhoods around them — has a substantial amount of heirs' property, where houses passed to children and grandchildren without any estate being administered. Record title stands in a long-deceased owner's name.
North Carolina adds a wrinkle: real property vests in heirs at death but stays exposed to estate creditors for a period, so a closing attorney examines the estate file closely. Where nothing was ever filed, the chain has to be cleared before a sale can be insured — nearly always the longest step, and worth starting first.
The revaluation step
North Carolina assesses at 100 percent of market value, and Wake revalues every four years. Because value is fixed in between, the increase arrives in one step, and recent Wake revaluations moved a great many bills substantially in a single year.
Rentals and estates get none of the protections an owner-occupier might. For landlords and heirs carrying a house nobody lives in, that step change is often the deciding factor. Delinquent taxes do not have to be cleared before selling — they come out of the proceeds.
Student rentals and small multifamily
NC State supports a rental market along Hillsborough Street and in the older neighborhoods nearby, and those houses see heavy wear, annual turnover, and make-ready costs every summer. Older Raleigh also has duplexes and converted houses.
