Chimney Rock and Lake Lure after Helene
Helene's flooding devastated Chimney Rock Village and damaged homes around Lake Lure and downstream of the Lake Lure dam. Rebuilding in the village needs a zoning approval letter from the village first, then a Rutherford County building permit and inspections, including the county's flood zone review.
Short-term rentals of less than 30 days in Chimney Rock need a conditional use permit. The village suspended those permits after the storm and began taking applications again in 2025, with conditions that include working water and sewer or well and septic, no unrepaired Helene damage, and registration with the county for room tax. A house that used to rent nightly may not qualify today. We buy it on what it is, permitted or not.
Docks and shoreline on Lake Lure
Lake Lure is not a Duke Energy lake. The Town of Lake Lure owns the lake and the land beneath it up to the 995-foot contour, and anything built inside that boundary, such as a dock or boathouse, needs a town lake structure permit. Lots with a lake structure must also have a stabilized shoreline.
After Helene, the town mapped more than 100 seriously damaged boathouses, and repair or replacement needs town authorization. The lake was also drawn down for dam gate repairs. If your boathouse or dock was damaged, send what you know about its permit history and any town correspondence.
Spindale, Forest City, and the mill villages
Spindale began as a textile mill town, and the Alexander Manufacturing Company Mill Village in Forest City is a National Register district of mill houses. Villages like these hold small frame houses on piers or low crawlspaces with original wiring, old plumbing, and later additions that were never permitted.
Rutherford County's current values took effect January 1, 2023, and the next revaluation is scheduled for 2027. For heirs and landlords carrying older mill houses, that tax bill is often part of the decision.

Records, courts, and closing in Rutherford County
Rutherfordton is the county seat, and the Rutherford County Register of Deeds there records deeds and deeds of trust. Foreclosure hearings and estate files run through the clerk of superior court in Rutherfordton. Building permits and flood zone questions go to Rutherford County Building Inspection, and lake structure permits to the Town of Lake Lure.
A licensed North Carolina attorney handles the closing. If contractors have worked on the house or boathouse since the storm, tell us, because a mechanics' lien can relate back to when that work began.
