Florence, from Newport to Cedar Island
Florence hit Carteret with sustained wind and tide. Gusts above 80 mph tore up roofs in Morehead City and Beaufort, storm surge and rain drove the Newport River and Mill Creek to historic levels, and emergency crews made more than 400 swift water rescues. Down East, the low-lying communities from Harkers Island to Cedar Island took flooding and roof damage at the same time, and some apartment complexes in the county emptied because of roof failures.
Houses that came through with quick roof jobs, damp insulation, or unfinished interior work are common here. So are older Down East houses on low ground that have flooded more than once. We buy all of them as they are.
Bogue Banks and the sound shorelines
Emerald Isle, Indian Beach, Pine Knoll Shores, and Atlantic Beach all sit on Bogue Banks, where CAMA oceanfront setbacks are measured from the first line of stable natural vegetation and minor permits are handled by a local permit officer. Along the sounds, rivers, and creeks, the estuarine shoreline area of environmental concern extends 75 feet back from the normal water line, which limits additions, decks, and replacement structures close to the water.
For a beach or waterfront house that needs heavy work, those limits decide what a buyer can actually do with the lot. Bulkheads and docks bring their own permit history. We buy without requiring any of it to be settled first.
Beaufort's historic district
In Beaufort's historic district, the town's Historic Preservation Commission reviews exterior work against its design guidelines and issues certificates of appropriateness. Fences, additions, new construction, and other exterior changes go through that review, and approvals can come with conditions.
Many of the older houses in the district need exactly the kind of exterior work the commission reviews. That adds time and cost, which narrows the pool of financed buyers. We buy in the district as-is and take on the approvals after closing.
The 2025 revaluation
Carteret's current values took effect January 1, 2025, and the next revaluation is scheduled for 2029.
A beach rental or an inherited house gets no owner-occupant relief, so the new value hits its bill directly. Any taxes owed are settled from the closing proceeds.

Records, courts, and closing in Carteret County
Beaufort is the county seat. The Carteret County Register of Deeds records deeds and deeds of trust, the tax department sets values, and the clerk of superior court in Beaufort holds foreclosure hearings and estate files. Historic district approvals come from the Town of Beaufort, and CAMA permits from the town permit officer or the Division of Coastal Management.
A licensed North Carolina attorney handles the closing. Recent roof, bulkhead, or dock work should be disclosed to us, since North Carolina mechanics' liens can relate back to when that work started.
