Surge on the Pamlico and Pungo rivers
The City of Washington names storm surge and river flooding as its main flood sources: a storm drives water from Pamlico Sound up the Tar-Pamlico River and into Jack's Creek and Snode Creek. The river at Washington crested at 9.48 feet in Florence in 2018 and 8.46 feet in Irene in 2011, and in 2023 the National Weather Service reported Ophelia's surge flooding homes near the waterfront in both Washington and Belhaven.
Belhaven, on the Pungo River, took heavy surge in Irene, and many of its houses are raised for that reason. A flood history, worn pilings under a raised house, or a high insurance quote is a common reason a financed sale stalls here. We buy as-is, flooded or not.
Historic districts in Washington and Bath
Washington has a local historic district where the Historic Preservation Commission reviews major exterior changes, new construction, signs, and site work through a certificate of appropriateness, and city staff can approve some minor work. Bath's zoning ordinance sets up its own historic district, requires a certificate before exterior work, and lets the Bath Historic Commission delay demolition of a significant building for up to 365 days.
For an older house that needs windows, siding, or porch work, or one a buyer might want to take down, that review adds time and narrows the buyer pool. We buy inside both districts and handle the approvals ourselves.
The 2025 values and coastal permits
Beaufort County's current values took effect January 1, 2025, and the next reappraisal is scheduled for 2031. For an heir paying taxes on an empty house or an owner on a fixed income, the new bill is often what prompts the sale. Taxes that have fallen behind are paid from the closing proceeds.
Beaufort is also one of the state's 20 CAMA coastal counties. Within 75 feet of normal high water along estuarine shorelines, additions, rebuilding, bulkheads, and piers generally need a CAMA permit, which matters on river and creek lots around Washington, Bath, Chocowinity, and Belhaven.
