One city, and county rules almost everywhere else

Outside Conyers city limits, zoning, permits, and property standards in Rockdale are handled by the county's Planning and Development department. Its code enforcement process is set out plainly: a notice of violation goes to the owner and the resident, there are usually 7 to 10 days to correct it, and after re-inspection an officer can issue a citation through Magistrate Court, where each day the violation continues can count as a new one.

If violations repeat, or the county has to clean up the property itself, a lien can follow. For a rental, the county says it normally seeks compliance from the tenant first and then turns to the owner, so a landlord who lives elsewhere often hears about a case only once it has escalated. An open case does not stop a sale. Send us the notice so we can account for it.

The Yellow River and the stormwater fee

The Yellow River runs through the county near Milstead. During Hurricane Helene in September 2024, the National Weather Service recorded moderate flooding at the Yellow River gauge at Gees Mill Road near Milstead, with minor flooding on Big Haynes Creek and other streams in the area. If a house sits near the river or a creek, check its zone on FEMA's flood map. A mapped zone changes insurance cost, and that changes what a financed buyer can pay.

Every Rockdale owner also pays the county stormwater utility fee, which appears on the property tax bill but is a separate charge from the tax itself. Residential property pays a flat rate. At closing it is handled with the tax bill, so an unpaid prior year shows up in the payoff along with any delinquent taxes.

What Rockdale's houses tend to need

Much of the housing around Conyers and Milstead is ranch and split-level construction from the 1960s through the 1980s, often on crawlspaces. By now those houses tend to need several big items at once: roofs on their second or third replacement, original electrical panels, aging supply and drain lines, and crawlspaces holding moisture in red clay.

Newer subdivisions in the south and east of the county are more likely to have an HOA, which adds an association statement to the closing and sometimes an unpaid balance. In both kinds of neighborhood, houses owned by landlords or by heirs who live somewhere else are the ones where small problems most often turn into code cases.

Records, courts, and closing in Rockdale County

Conyers is the county seat. Deeds, security deeds, and liens are recorded by the Rockdale County Clerk of Superior and State Courts and can be searched in the statewide index. The Rockdale County Probate Court on North Main Street handles probate of wills, administration of estates, and year's support. A year's support award can put the home in a surviving spouse's name, and under Georgia law that claim is paid ahead of the estate's other debts.

Rockdale assessors set market value; your tax bill is computed on 40 percent of that figure. If taxes are behind, the tax commissioner publishes a delinquent tax file and advertises tax sales in the county's legal notices, so check the status early. A licensed Georgia attorney closes the sale.

Requesting an offer in Rockdale

Send the address, how the property is occupied, and anything open against it. The things that most often change our number or the closing date here are an open code notice or citation, a prior-year tax and stormwater balance, an HOA statement showing dues owed, flood history near the river, and whether the estate has letters of administration or a year's support order yet. None of those has to be resolved before we make an offer. Knowing about them early keeps the closing date from slipping.

Frequently asked questions

Can you buy a Rockdale house with an open code enforcement case?

Yes. Send the notice or citation. Any recorded lien is paid at closing, and the case does not need to be closed before we make an offer.

My property is outside Conyers. Whose rules apply?

Rockdale County's. Conyers is the only city in the county, so for unincorporated addresses the county handles zoning, permits, and code enforcement.

Do you buy houses near the Yellow River?

Yes, including homes that have taken water. Tell us what flooded and what was repaired, and share any claim history.

What is the stormwater charge on my tax bill?

It is Rockdale County's stormwater utility fee. It is collected with your property taxes but is a separate charge, and any unpaid amount is settled at closing.

My spouse died and the house was in their name. Can I still sell?

Usually yes, once you have authority to sign. In Rockdale that comes from the Probate Court, often through letters of administration or a year's support order.
