Old Katy and everything built since
The original town of Katy is small: a rail town with early- and mid-century housing around Avenue D and the old business district. Everything else is subdivision, built outward from the 1990s through today across Harris, Fort Bend, and Waller counties, with Katy ISD as the main draw.
That means two distinct property types. The older houses have original wiring, cast iron drains, and pier-and-beam or early slab foundations. The subdivisions have 20- to 30-year-old systems that come due together and HOAs with resale certificates in every closing.
Harvey, the reservoir, and MUD taxes
Neighborhoods on Katy's west and south sides sit near the Barker Reservoir, and some of them flooded during Harvey when the reservoir pool extended beyond federally owned land. Homes affected often carry a mix of completed and abandoned repairs, unresolved claims, and disclosure obligations that make a conventional sale slow.
Almost all of the newer development is inside a Municipal Utility District, which levies its own tax to repay infrastructure bonds. Texas requires a statutory notice disclosing the district, its rate, and its outstanding debt before the contract binds. Between the MUD and the school district, the total rate is higher than newcomers expect, and financed buyers sometimes walk over it.
