Windstorm certificates apply countywide, not just on the island

The Texas Department of Insurance lists Cameron as one of the 14 first-tier coastal counties in the designated catastrophe area. That covers Brownsville, Harlingen, and San Benito as much as South Padre Island. To qualify for wind and hail coverage through the Texas Windstorm Insurance Association, new construction, additions, alterations, and repairs — re-roofs and roof repairs included — must be built and inspected to TDI's specifications, and the proof is a Certificate of Compliance, the WPI-8. Later work on older houses is subject to the same requirement.

This is where many Cameron County sales stall. A roof replaced after a storm by a crew that never called for an inspection can leave the house without a certificate, the insurer declines it, and a lender will not close without coverage. Price and condition stop mattering, and the house becomes a cash sale. We buy in exactly that situation.

Dolly, Hanna, and drainage flooding

Dolly came ashore at South Padre Island in July 2008. The National Weather Service recorded the heaviest damage from the island northwest through Port Isabel, Laguna Vista, Bayview, San Benito, and Harlingen — roofs, siding, and wall cladding torn away — while Brownsville set a July rainfall record and resacas filled and overflowed their banks. Hanna in 2020 added another round: water entered homes in Harlingen, and a tornado in Brownsville took large sections of roof off two houses.

The flat terrain is the constant. A house here may have more than one claim in its history, repairs finished after one storm and not the next, and water damage in a neighborhood that is not in a mapped flood zone. All of that has to be disclosed, and all of it makes a financed sale harder.

South Padre Island and beachfront property

Property seaward of the Gulf Intracoastal Waterway, which includes South Padre Island, comes with an extra statutory step. Natural Resources Code § 61.025 requires the seller to include a coastal disclosure in the contract warning the buyer that a structure near a Gulf beach can end up on the public beach as erosion and storms move the shoreline.

Island condos and beach houses add their own layers: building assessments, windstorm and flood coverage on top of the regular policy, and owners who live elsewhere and rent the unit out. During Dolly, about 4 feet of water stood across Laguna Boulevard on the bay side, so bay-side flood history is a real question here.

Courts, records, and closing in Cameron County

Brownsville is the county seat. The Cameron Appraisal District, based in San Benito, sets appraised values; the Cameron County Tax Assessor-Collector bills and collects; and deeds, liens, releases, and notices of trustee sale are recorded with the Cameron County Clerk, whose official public records are searchable online. Outside city limits, the county's Department of Transportation handles land development and residential permits.

Cameron County has one statutory probate court, Probate Court No. 1, which hears probate cases, heirship determinations, small estate affidavits, and guardianships. The county courts at law sit in Brownsville. For colonia and rural lots bought on a contract for deed, Property Code chapter 5 requires the seller, or the seller's estate, to deliver a recorded deed once the contract is paid, so the title search may need to start with the original seller. A title company closes the sale, and Texas has no transfer tax on the deed.

Frequently asked questions

My roof was replaced after a storm without a windstorm inspection. Will you buy the house?

Yes. A missing WPI-8 keeps most financed buyers out, but it does not affect a cash purchase. Tell us what work was done, when, and by whom.

Does the windstorm certificate rule apply in Brownsville and Harlingen, or only on the island?

It applies throughout Cameron County. The whole county is in the designated catastrophe area, so inland repairs need the same inspection to qualify for TWIA coverage.

Do you buy condos and beach houses on South Padre Island?

Yes, including units in buildings with special assessments and properties used as rentals.

My Brownsville house flooded when the resaca overflowed. Do I need to fix it first?

No. We buy flood-damaged houses at any stage of repair. Share what flooded and any insurance claim history.

We bought our lot near Brownsville on a contract for deed. Can we sell it?

Often yes, once the deed is recorded in your name or a path to it is clear. A title search shows what is on record, and we can buy once that is sorted out.

I inherited a house in San Benito and live out of state. Can I sell remotely?

Yes. Signing is arranged where you live and proceeds are wired. If the estate was never opened, start with the probate or heirship step.
